Urgent Infrastructure Issues

Some of the problems of Kosova infrastructure have been obvious well before the war, even though its recent development has made one or two more conspicuous, occupying top of mind perception of the general public. Here also short-term expediency and mass expectations affect to a large extent people's general concerns when assessing in general their everyday environment. INDEX KOSOVA, joint venture with BBSS Gallup International posed a question in a survey conducted in March 2000, representative for the Albanian citizens, designed to gauge the common opinion on which problems of infrastructure of Kosova should have a priority.

The question asked in this case was: Which ONE of the following problems of infrastructure of Kosova do you think should be attended FIRST? And, responses offered to this question were as follows:

1. Road reconstruction
2. The lack of planning and "wild" building
3. Destroyed telephone network
4. Irregular transport system
5. Normalisation of power supply
6. Reconstruction of public buildings
7. Other (specify)
8. Refusal/Don't know

Same question was repeated again so to give an opportunity for a second option in so enlisted problems: And which problem of infrastructure do you think should be attended NEXT?

Respondents' answers to these two questions were mainly focused on two problems. The data show that 38.7% of respondents think that road reconstruction should be attended first, and 35.7% think that this problem should be addressed as the next problem. 34.3% of respondents think that normalisation of power supply should be attended first, while 33.4% think that this should be attended as the next problem.11.7% of respondents think that reconstruction of public buildings should be attended first, while 13.2% think that it should be attended as the next problem. 8.6% of respondents think that the lack of planning and "wild" building should be attended first and 4.8% think that this issue should be attended as the next problem. For the problem of destroyed telephone network, respectively irregular transport system 1.5%, respectively 1.6% of respondents think that they should be attended first, while 4.3%, respectively 4.6% think that these problems should be attended as the next problem. 2.8% of respondents answer with other in the first question and 0.8% refuse to give an answer or don't know. In the second question 2.9% of respondents answer with other and 1.1% refuse to give an answer or don't know.

As seen from data of INDEX KOSOVA, Kosovar citizens' opinion of the problems of current infrastructure is that road reconstruction and normalisation of power supply are the pair of issues which should be treated with highest priority.
